I think the photo was taken at Kingsway Tramway Subway during Stockholm Transport staff visit. The trams were withdrawn from London in 1952. We needed to wait for trams in London almost 50 years. The trams were abandoned in favour of buses. The trams "came back" to London in 2000. Trivia: The planned abandonment of trams in London was called "Operation Tramaway".
